On October 23, 2025, the NCR School Registrars' Association (NACSRA) celebrated its 45th Sapphire anniversary with a theme "Data Protection by Design: Towards Effective Records Management" at Dr. Robert C. Sy Grand Ballroom, Thomasian Alumni Center, University of Santo Tomas, Manila.
The conference was attended by over 300 Higher Education Institutions (HEIs) from the National Capital Region represented by Private HEIs, State Universities and Colleges (SUCs), and Local Universities and Colleges (LUCs).
The program started with the presentation of the Board of Directors and the various HEIs representing the different cities in the NCR by Ms. Elenita G. Saba, Board Secretary. The delegates were warmly welcomed by Rev. Fr. Louie R. Coronel, O.P., E.H.L., Secretary General of UST with his inspirational message. It was followed by an Opening Remarks from the NACSRA President, Ms. Gina M. Mijares who thanked all the HEIs for their continued support and commitment to the association, as well as the Commission on Higher Education (CHED-NCR) for its strong partnership with NACSRA.
The Keynote Address was delivered by Atty. Marco Cicero F. Domingo, Officer-in-Charge, Director III, CHED-NCR who urged for a stronger collaboration between HEIs and CHED for more efficient delivery of service under his new leadership. He was joined by CHED Officers Mr. Victor Castello and Mr. Victorino Datuin during the Open Forum with the participants actively engaging in an open discussion on the various issues and concerns related to the processing and approval of documents.
Before lunchbreak, the mechanics on the Election of Officers was presented by Atty. Roland A. Niedo, NACSRA Board Member and head of the Election Committee. The election proper took place immediately after his presentation.
In the afternoon, there were three resource persons who served as panel members during the Panel Discussion. Each speaker delivered first their respective presentation on the topic assigned to them. Ms. Sharon Frances T. So, Vice Representative of the NPC Data Privacy Council - Education Sector discussed about Data Protection and the 7 pillars of Data Privacy by Design. She shared several insights on effective data protection of school records based on a student life cycle system. Mr. Jonathan Rudolph Y. Ragsag, Information Technology Officer II, National Privacy Commission (NPC) gave an update on the NPC Circular 2023-06 with the inclusion of the Private Sector. Mr. John Mark Calilung, Investigation Agent, Cybercrime Division of the National Bureau of Investigation (NBI) shared practical tips against cybercrime by strengthening data privacy and security of school records based on a law enforcement perspective. Participants actively engaged the panel members with their queries related to relevant policies and guidelines in releasing personal and sensitive data of minor students and students of legal age to third parties.
The conference ended with the closing remarks delivered by Dr. Nelson Marcos, Vice-President of NACSRA reminding all HEIs to strengthen the data protection and data security of their processes and systems in their respective institutions.
Indeed, it was another successful event for NACSRA made possible by the unwavering support of various institutions, as well as the UST team that serve as host for this year's event.
