History Highlights, 1979-2014

1979:

The idea of organizing an association for the registrars was conceived during the seminar-workshop sponsored by the Federation of Accrediting Agencies of the Philippines (FAAP) at Villa Adelaida, Tagaytay City on September 28-30, 1979.

1980:

Heeding the call, the officials of the Ministry of Education, Culture and Sports (MECS) in the NCR gathered the registrars in the region to a meeting at St. Jude College, Sampaloc, Manila on September 10, 1980. Sixty-four registrars attended the said organizational meeting. It signaled the birth of the Association of Registrars of Schools of the National Capital Region. Its first Officers and Board of Directors were elected as follows:

     President - Atty. Juan K. Cabrieto (San Beda College)

     Vice President - Mr. Oscar O. Bautista ( DLSU)

     Secretary - Mrs. Felicidad A. Bunuan (Maryknoll College)

     Treasurer - Miss Marcelina P. delos Reyes (Assumption College)

     Secretary - Auditor - Mr. Segundo V. Infantado(NTC))

     Secretary - PRO - Mr. Rodolfo N. Clavio (UST)

For its first project, the Board of Directors unanimously agreed to prepare and publish a handbook for registrars.

1981-1982:

On the recommendation of Dr. Orendain, the Association adopted a Constitution and By-Laws on September 12, 1981 in a meeting held at the De La Salle University.

The Board of Directors prepared a Manual of Information and Procedures in the meetings held at Assumption College on October 10, 1981 Maryknoll College on November 28, 1981; UST on February 6, 1982; Central Colleges of the Philippines on February 27, 1982, NTC on March 23, 1982; and College of the Holy Spirit on April 30, 1982.

1984:

Dr. Antonio E. Orendain of Far Eastern University was elected President.

The Board of Directors approved the change in the name of the association from “Association of Registrars of Schools of the National Capital Region” to “NATIONAL CAPITAL REGION SCHOOL REGISTRARS ASSOCIATION”(NACSRA).

1985:

Ms. Rebecca S. Vales of the Central Colleges of the Philippines was elected President.

The Handbook for Registrars was finalized.

1987:

The Board officers and members worked for the registration of NACSRA with the Securities and Exchange Commission (SEC) on October 29, 1987.

The Board organized training-seminars for registrars, symposia on Computerization, New Thrusts and Common Concerns, Due Process in Administrative Cases, and Developing Competency for Better Service. It arranged panel discussions and meetings with the Department of Education, Culture and Sports (DECS) officials regarding guidelines and policies on foreign students, National College Entrance Examination (NCEE) matters.

1991:

The Federation of School Registrars Associations (FOSRA), the organization of all regional registrars associations, was born with Ms. Rebecca Vales, President of NACSRA, as its first president.

1992:

Mr. Rodolfo N. Clavio, Registrar of the University of Santo Tomas, was elected as President of NACSRA. Meanwhile, the NACSRA Board officers and members passed a resolution to confer to Ms. Rebecca Vales the title of PRESIDENT EMERITUS of NACSRA.

1995:

On April 10, 1995, a General Assembly of School Registrars and Assistant Registrars was held at the University of Santo Tomas with the theme “Quality Education vis-à-vis Deregulation.” The theme has been conceived in consideration of the vital role that registrars play in the pursuit of quality education.

Mr. Rodolfo N. Clavio, President of NACSRA, automatically became the President of the FOSRA.

1996:

On June 29, 1996, the NACSRA Board gave a testimonial to Atty. Juan K. Cabrieto in grateful recognition of the outstanding service he has rendered to the association. He was elected as the first President and Director of the Board and served for 16 years. He was also recognized for his dedication in the attainment of the objectives of the Association.

2000:

A general assembly was held on April 6, 2000 at the University of Santo Tomas, with the theme “A partnership in Service: A Call for Renewal”.

On July 14, 2000, an orientation on the New Procedures and Guidelines in the Delivery of Student Services was held at the Far Eastern University. Dr. Amelia A. Biglete, Director of CHED-NCR, was the keynote speaker.

2001-2002:

In view of the implementation of the National Service Training Program starting in the academic year 2002-2003, orientation programs were sponsored by the NACSRA on December 7, 2001 at the University of Santo Tomas, and on May 24, 2002 at the Far Eastern University.

2004:

In view of the proliferation of spurious documents, NACSRA Board of Directors organized a seminar-workshop on November 23, 2004 at San Beda College with the theme “Questioned Documents: Records Integrity in Focus.”

Mr. Eliodoro M. Constantino, Chief, Questioned Document Division of the National Bureau of Investigation, conducted the said seminar-workshop.

2005:

A general assembly of FOSRA was held on May 18-20, 2005 in Cebu City with the theme “To Look Within and See Beyond for Service and Integrity”.

2006:

Another general assembly of FOSRA was held on May 4-6, 2006 in Davao City with the theme “Quality Service for National and Global Competitiveness”.

2009:

The NACSRA held it general assembly on October 28, 2009 with the theme “Enhancing Registrar’s Work: Resolving Issues and Problems”.

2010:

The NACSRA hosted the general assembly of FOSRA on May 27-28, 2010 at the University of Santo Tomas with the theme “Quality Service for Quality Education”.In view of the retirement of Mr. Rodolfo N. Clavio as Registrar of the University of Santo Tomas, Mr. Ramon T. Guinto of San Beda College was elected President on July 2, 2010. In this regard, the Board passed a resolution on the conferment of PRESIDENT EMERITUS to Mr. Clavio (together with Ms. Rebecca S. Vales). Mr. Clavio served NACSRA for 15 years.

2011:

The NACSRA participated in the CHED training-workshop on Electronic Verification and Certification System (EVCS), data collection, and CHED-PRC Two-Way Link held in Cebu City on September 14-16, 2011.

In the same year, a NACSRA general assembly was held at San Beda College on October 7, 2011 with the theme “Responding to the Developments in Higher Education: Role of Registrars”.

2012:

In view of the retirement of Mr. Ramon T. Guinto as Registrar of the San Beda College, Mr. Ramon M. Montierro of San Sebastian College - Recoletos was elected President on September 11, 2012.

On November 23, 2012, a general assembly took place at the University of the East with the theme “Emerging Challenges of School Registrars”.

2013:

The FOSRA held a general assembly in Bacolod City on November 27-29, 2013 with the theme “Responding to the Challenges of Education Reforms: Role of Registrars”.

2014:

Mr. Ramon M. Montierro was re-assigned from the position of Registrar to a new post as faculty member of San Sebastian College – Recoletos. Thus, an election was held on July 24, 2014 with Ms. Grace C. Sipin, of Far Eastern University, emerging as the new President.
